Abstract

This research aims to answer the question of how global norms such as good governance is implemented at the local level. It is also picturing the challenges of implementing global norms at local level, which telling a big picture of south and west relations. In this research, two villages are selected as case studies namely Wedomartani and Terban which both are in the Special Regency of Yogyakarta (Daerah Istimewa Yogyakarta/DIY) Indonesia in the period of 2014-2022. The province promotes the Village Cultural Program (Program Desa Budaya) which is believed implementing principles of good governance. Using a qualitative method, this research found that good governance principles collide with existing local norms. Taken from the two case studies, the most difficult principles under good governance to be implemented on the ground are transparency and accountability. These principles clash with local values named Sendhika Dhawuh, a form of adherence to a higher hierarchy in Yogyakarta and mendhem jero.
